Thomas Fay

Director of Office of Secondary Market Oversight

Thomas Fay was appointed director of FCA’s Office of Secondary Market Oversight in July 2023. Before joining FCA, he served a four-year stint at Wells Fargo as vice president for independent risk management. Mr. Fay began his career as a senior financial economic analyst with the Federal Reserve Bank of New York in 1998 and has amassed more than 25 years of experience in risk management for investment banks and multinational capital markets. His experience includes senior leadership roles with several prominent banking, investment, and management firms, including ICAP, Credit Suisse, Bear Stearns, and Bank of America. He also served as capital markets director of risk and governance at Freddie Mac. Mr. Fay holds a master’s degree in international affairs from the Columbia University School of International and Public Affairs and a bachelor’s degree in international studies and economics, cum laude, from American University.
