Roger Paulsen Named Deputy Director of FCA’s Office of Examination

McLEAN, Va., February 21, 2013 — Robert Coleman, Director of the Office of Examination and Chief Examiner at the Farm Credit Administration, has named Roger Paulsen to serve as Deputy Director. Mr. Paulsen succeeds Don Clark, who retired earlier this year.

During his 29-year tenure with FCA, Mr. Paulsen has served in various managerial and professional positions in the Office of Examination. Most recently, he served as Director of the Risk Supervision Division. In that capacity, he carried out the agency’s enforcement and special supervisory actions with Farm Credit System institutions and led the analysis of emerging risks to the System.

As Deputy Director, Mr. Paulsen will support the Office of Examination in examining and overseeing the Farm Credit System to ensure its safety and soundness. He will continue to direct the development and execution of FCA’s enforcement and special supervision activities, and will provide key input in planning and directing other programs.

Mr. Paulsen is a graduate of Southern Illinois University at Carbondale with a bachelor’s degree in agribusiness economics. He is a commissioned FCA examiner and a Fellow with the Council for Excellence in Government. He and his wife, Lena, reside in Vienna, Va.

The Farm Credit Administration is the safety and soundness regulator of the cooperative Farm Credit System and the Federal Agricultural Mortgage Corporation (Farmer Mac). FCA charters, regulates, and examines the 94 banks, associations, service corporations and special-purpose entities of the Farm Credit System. The System makes loans to agricultural producers and their cooperatives nationwide. It includes Farmer Mac, which provides a secondary market for agricultural real estate loans, rural housing mortgage loans, and certain rural utility loans. Members of the FCA Board are Jill Long Thompson, Board Chair and CEO; Kenneth A. Spearman; and Leland A. Strom.
