Update regulations pertaining to FCS liquidity to ensure they are safe, sound and appropriate, including discounts applied to investments to ensure they reflect marketability. Also ensure funding regulations are appropriately flexible, with necessary controls, for the FCS to raise capital and funds needed to meet the FCS in a safe and sound manner.
