I live in Puerto Rico and almost 85% of the food we consume comes from the exterior. There is anecdotal evidence that small farmers can hardy make ends meat because they do not know how to plan for a profitable operation, so credit must come with education and mentoring programs that could be provided by local NGO's or cooperatives.
