INFORMATIONAL MEMORANDUM Emergency Program — initial phase of a community's participation in the NFIP providing a limited amount of insurance coverage; and Regular Program — the phase of a community's participation in the NFIP where more comprehensive floodplain management requirements are imposed and higher amounts of insurance coverage are available.
