Subject: FCA Examination Manual Update


Attached are several revisions to the FCA Examination Manual (Manual). Section EM-620, Borrower Rights - Disclosure of Loan Information, has been revised to reflect the change in regulatory disclosure requirements when a lender adjusts the interest rate on an outstanding loan (12 CFR 614.4367(c)). Section EM-640, Criminal Referrals, and Section EM-699 Supplement 1, FCA Criminal Referral Form and Instructions, have been revised to reflect current Farm Credit Administration management structure and recent changes in 12 CFR Part 617.

Following are instructions for inserting these revisions into your Manual. Please note that the revised sections have a different format. To save time and cost of administering the Manual, it was moved to a Lotus Notes database which required a change in format.

Under Module: Compliance

Remove Section: Borrower Rights - Disclosure of Loan Information (EM-620) and insert the revised section.

Remove Section: Criminal Referrals (EM-640) and insert the revised section.

Remove Section: FCA Criminal Referral Form and Instructions (EM-699 Supplement 1) and insert the revised section.
